Hey Bill Not entirely sure your concern but here is some tips that could help. To disable overclocking (turbo boost) you will need to use some software to disable turbo boost. If you look this up you can find some software like Turbo Boost SwitcherIf the fan runs excessively and the MacBook is hot too often, try to carefully remove the screws and keep track of their placement, remove the bottom and clear any dust from the fan and heatsink. Review the insurrections in the ifixit guides for your laptop. Best of luck!
