Put it in recovery mode and restore it. The issue in your case is a traditional recovery will not work. In addition, if it’s an iOS7+ device, it will require you to enter your iCloud account information again. This is not a problem on iOS 1-6 devices. Refer to this guide to do a recovery mode restore to the phone.
