how can i recover this ipod without a computer or itunes
You can’t by any means, except contacting the previous owner and ask them to remove their “find my iPod” from Apple servers. When that’s done, connecting it to a Pc in recovery/Dfu mode to do a reflash with latest firmware would clear local data and allow a new activation.
