Cat spilled water on it. Opened it up, dried it all out, no visible shorts, or bad smells on board, however, laptop wont boot up. Also, power adapter (green / yellow) light doesnt light when attached. Same power adaptor will function properly when attached to alternate MBP. Where should I look to start replacing parts?

If you have had water spilled on it less than a day, Please consider unplugging it and your battery for two to three full days before trying to do anything with it. Drying out on its own is often all it takes. But remove power. Had one in two weeks ago that had water on it and after three days it started running again and all has been fine. If still no light and you can verify the power pack is ok then one of the first parts would be: MacBook Pro 15" (Model A1150) Left I/O Board But verify the part first when ordering it, Making sure it is right computer. It has the power port on it. But let us know how long it has been since water was spilled so we can also think on it more.

With no light at the DC In port, that’s the place to start. But first charge the battery on the other machine. Reinsert it and try to start. Let us know what happened.

I agree, sounds like the DC-in sound board. But do you know which side of the machine the water spilled on? If it’s on the left, and on the DC-in/sound board itself, that increases the chances that replacing it will fix the machine, and if it’s on the right, the chances that it’s the logic board itself increase. Often you can spot physical evidence of the liquid damage on the components, and that will give you hints, so taking the machine apart might be worthwhile. Also, if there is visible corrosion/residue inside which can be cleaned up with q-tips dipped in rubbing alcohol, that act in of itself sometimes brings the machine back to life, so I’d give that a shot as well before ordering parts. There’s always a risk in replacing the DC-in/sound board that you’ll find out it’s actually the logic board, but you have a nice enough machine that it’s worth the risk.
