My PC does not boot to Windows 10 and restarts to bring me to advanced startup and the machine can’t find out how to fix it or reinstall Windows 10. Any help will be appreciated.

Hi, Create a Win 10 recovery USB drive from any known working Win 10 PC. In the host PC go to Control Panel > Recovery > create a recovery drive. You will need an 8GB flashdrive and about 40-60 minutes to create the recovery drive. When you have the drive, insert it into the PC and start your PC and then get into BIOS and alter the boot priority to USB 1st boot option (you didn’t specify the make and model of the PC but usually there are function keys that allow you to do this without getting into BIOS, F10 or F12 perhaps, after POST but before it boots or tries to boot into Windows, it depends on the PC. Check the user manual for the PC as to what the function keys can do The PC should boot from the USB flashdrive into the Windows Recovery Environment menus. Once there select Troubleshooting > Advanced > Startup repair and follow the prompts. If you select Reset this PC, be careful because if you choose the wrong option after this you can erase all your data as Windows will be reinstalled.
