Is there anyway to take the hard drive out of the phone and get the pictures on to another drive?
Data are encripted and cannot be read or recovered without a working SoC (Cpu) even if one takes out the Nand. You’ll have to get the phone up and running to recover anything. Have a look into iCloud.com to see if the data you need has been backed up on the cloud.
