I replaced my pto clutch and pto switch and my mower blades still aren’t engaging??? Belt is good, we tested the new pto clutch and its fine and we bought 2 switches. Still not working. Help!!!

Tough one, you’ve hit the main problems. Cause 1 PTO Clutch The PTO (Power Take Off) clutch provides a means of manually disconnecting the engine from the blades. When the clutch solenoid is energized, the clutch engages the drive belt to drive the rotation of the lawn mower blades. If the PTO clutch is not getting power, if the clutch solenoid is defective, or if the clutch is worn out, the lawn mower blades will not engage. I have replaced the PTO clutch and the PTO switch as well as the fuse still wont engage
