I bought for $20 my third Nexus 7 (2013) on 2021! It’s a model that I’ve had before and I like. I almost went mad trying to fix the frozen apps. I tried to hard reset twice but also update Google Services (the tablet kept asking) so once that’s done the tablet seems doesn’t handle the update and the problems started. So… in my case:

  1. Hard reset: volume down + power for 10 secs > then you will enter Recovery Mode > then volume up and power button for 2 secs and release for the menu to come up > Factory Reset / Wipe Data.
  2. Enable app install from unknowk source from the settings menu.
  3. Download apkpure!
  4. Open apkpure and download and install for example Youtube. If after this step you can open Youtube and watch videos (even slow at the beginning) you can use apkpure to upload the apps you may use. Do not upgrade Google Services cause that blocks and null the entire system.
