it sounds like the cd burner is spinning and i sign out and restart 3-4 times before it runs quite and everything works as normal until next time i restart computer.
Is there a cd in the drive if not this could also be your hard drive spinning up . If the drive is getting old it may be getting worn out you can use a program called Hard disc sentinel to check the drive and see roughly how long it will last. http://www.hdsentinel.com/ Hope this helps
