Anything I do, safe mode or not it just shows a snowy/static screen, tried a different screen and hdmi cable. The hdmi port however looks perfect.
Sometimes even if the port looks perfect there is still one pin that is messed up. If the port is, in fact, perfect then it could be a problem with the HDMI ic chip or even one of the capacitors, diodes or resistors on the motherboard. Just to confirm though, if you’ve tried multiple HDMI cables and TV’s it is very likely to be an HDMI problem on the console.
